Water Jetpack

In the early 20$^\text{th}$ century, excitable science fiction writers hit on a grand idea: a backpack with a rocket strong enough to lift a person off the ground and let them fly around freely.

But as fun (and dangerous) as it would be if everyone could fly around on jetpacks, the tyranny of the rocket equation makes this nearly impossible. "True" jetpacks are only practical for flights of minutes at most because they would be constantly depleting their fuel supply.
