I explain it with example if you were standing in road a train comes passes before you will observe that when train is in far distance its sound is low when it comes before the sound is very large and when it pass the sound begin to decrease . It defines that that frequency increases with distance from observer . this logic is used in hubble law of expanding universe

it is simple by hearing a sound wave you can tell whether it is receding or approaching you if it is approaching it's frequency will increase
