It is the weighted mean of all possible values. Suppose in some event, the values that can come are $$3,3,3,1,1,1,1,1,5,6,7,7,7,8,90,28,4,4$$. Then the expected value is

$$\frac {3*3+1*5+5+6+7*3+8*1+90*1+28*1+4*2}{18} = \frac {180}{18}= 10$$.

Note that the expected value(number, moves) maybe a fraction, although it might not be practically possible to have the value a fraction.
