Why element of 18 group have larger size than element of 17 group?

If you're talking about Van der Waals radius, group 17 (halogen) have the most electronegativity (to pull \(e^{-}\) into itself) while group 18 (noble gas) don't have electronegativity (actually they have, but very very low).
