how can people in higher levels see problems in lowers ones, in weekly problems.

examples if someone in level 5 how can see problems in level 1,2,3,4

The easiest way to browse problems of lower levels, is to look in the activity feed of people in levels that are lower than you. These feeds provide links to the problems they have solved.
