A problem from my book-12!

Two protons are travelling with same non -relativistic speed in gravity free space in different directions as shown in figure with their velocities vector making same angle with horizontal and are symmetric about their perpendicular bisector. If we measure the force on each of them due to other's magnetic field we can see that magnitude of force acting on both of them is same but they don't make action reaction pairs. This is not is accordance with newtons third law of mechanics. how is it possible?

F12 means force on 1 due to 2nd's magnetic field

*The electric field in options refer to columbic force between them and magnetic force refers to F12 and F21 *
