A reinforced concrete pipe culvert is in the shape of a right circular cylinder. It has an outside diameter of \(0.9\) meters and a length of \(1.5\) meters. Assuming that it has a uniform thickness of \(0.07\) meters, find the volume (in cubic meters) of the solid correct to three decimal places.

Use \(\pi=3.1416\)
