Consider the equation :

\(7x^{3}(x^{2}+1)+(5x-2)^{2}+3x^{2}-8x-14x^{4}=4-\frac{28}{x}\).

where \(x \not=0\). If the number of complex roots is \(z\),and the number of real roots is \(r\),then what is \(\frac{z}{r}\).
