There is an isosceles triangle. A circle or radius \(r\) is inscribed in it. The minimum value of the perimetre of the triangle be \( a r \sqrt{b}\). Find the value of \(a+b\).

Here \(a\) and \(b\) are both positive integers and \(b\) is not a perfect square.
