Legal or Illegal?

Chemistry Level 2

In a work environment, the upper limit on ammonia (density \(0.771\text{ g/L}\) at room temperature) concentration is \(50\text{ ppm}\) (volume/volume). Air from a factory was drawn through a solution containing \(100\text{ ml}\) of \( 0.0105\text{ M} \) solution of \( \ce{HCl} \). Assume neutralization goes to completion. After drawing air through the acid solution for 10 minutes at a rate of \(10 \text{ L/min} \), the remaining acid required \(13.1\text{ ml}\) of \(0.0588\text{ M}\) of \(\ce{NaOH}\) for complete neutralisation. Is the factory legal?
