If the probability that the sum of the digits on any of these license plates is 34 or higher can be written as \(\dfrac{a}{b}\), where \(a\) and \(b\) are coprime positive integers, find \(a+b\).

**Note:** The license plate number can start from 0. So the numbers like 0982, 0023 are possible cases.
