Threshold frequency is minimum frequency obtained when inductive reactance is equal to capacitive reactance.

Threshold generally refers to minimum. But, unless it is mentioned as photoelectric effect, it may be anything.

As in photo-emission, it is the minimum frequency of light that has to be incident, for the metal surface to emit electrons(regardless of the intensity) .
