Are you asking what is relativity in Physics, and does it enable time travel? As I understand it, time travel is theoretically possible, but practically just not going to happen. When the new star tek cam out a few years ago this guy laid out some rules for what fime travel should look like. http://blogs.discovermagazine.com/cosmicvariance/2009/05/14/rules-for-time-travelers/#.UPh5AYnjm2R I read a Brief History of Time and thought it had a decent, qualitative description of what special relativity is. I don't know what the better book or web resources are out there for more info on relativity. I was told to not even mess with general relativity till I've had a ton more math.
